Nationwide Launching of Change Politics Movement

Exactly one year before the national elections on May 10, 2010, a citizen led movement to take back politics from the hands of politicians who betray the public trust will be launched on Sunday of May 10, 2009 at the Institute of Social Order (ISO), Ateneo de Manila University, Loyola Heights, Quezon City. The program will begin at 8:30 and the press coverage is open from 11:00 a.m. The Press Conference will be at 12:30 noon.

The Change Politics Movement has a core group of community organizers and development workers who recognized the need to change politics to have positive change that we all yearn and aspire for the Philippines. The movement will undergo a selection process and will choose a set of candidates that will be endorsed by the movement.

Former DSWD Secretary and Hyatt 10 member Corazon ‘Dinky' Soliman is part of this movement and will be facilitating the program and the press conference.

The launch will be simultaneously conducted in 10 places: Quezon City, Naga, Mandaue, Dumaguete, Borongan, Ormoc, Iloilo, Butuan, Cagayan de Oro and Davao. The different assembly points will be connected by an audio conference and video link.

Please come and be part of the history making action of taking the first step to change politics.

Change Politics fires Mindanawons

This transcription provides the detailed recapitulation of the consultation that was held at Bryant George Session Hall Mindanao Training Resource Center (MTRC)-Davao Medical School Foundation (DMSF), Davao City which run from April first up to third of this year.

There were, on Day 1, three groups assembled for the first workshop wherein each was required to answer four questions related to justice, livelihood, empowerment, and poverty reduction. CM (Central Mindanao), NM (Northern Mindanao), and SM (Southern Mindanao) believed that there has been a consciousness raising about gender and women, there has been an empowerment on civil society, there have been more organized POs (People’s Organizations) and COOPs in the communities, the LGU (local government unit) has begun working with CSOs (civil society organizations), and there has been an established strong and wide networking. All of these, they said, were due to: continued presence of development workers, active civil society organizations, enforcement of the law particularly those that benefited the women, participation of the youth, and the power that came with exchanging stories. The groups asserted that injustices have remained unaddressed, there has been a decline in employment rate, ideas have lacked sustainability, and “poverty addition instead” of reduction. In order to improve these situations, they suggested that there must be a just resolution to political problems, need to engage in businesses, consolidation of actions for stronger advocacy, and fight against graft and corruption. Issues about NGO/CSO fatigue due to corrupt NGOs and generational gap due to advanced technology were raised after this session.

After the presentation of Political Updates for Change Politics, it was pointed out how difficult it has been to defeat the administration considering that everything about the coming election has already planned. In Mindanao, there was always an interruption in electricity and in Internet connection.

Change Politics was also presented on this second day wherein it was clarified that a candidate does not have to be perfect but rather, has the potentials enough to become a leader. There was an emphasis on collective action brought by mutual concession and that there must be a continuing support and at the same time, distance and independence to be able to “criticize if necessary ang kanyang action at pag natalo, dapat continue pa rin to be a credible opposition or bilang active citizen”. The participants hoped for a rotational leadership which will give Mindanao the opportunity to lead the country.

Workshop three asked all, now, four groups to enumerate first: only two key issues that a Change Politics candidate must address and second: the indicators that this candidate is committed. CM focused on social injustices in terms of peace arena, governance arena, economic arena, empowerment, electoral reform agenda, and international relations. For NM, it considered food for all and quality education as problems. SM1 supported poverty reduction and good governance and believed that a candidate must “walang kasalan sa masa, consultative, he or she must be willing to listen to the people what to prioritize if he or she will, and good track record” and professed that “past involvement will show what you will be in the future”. For the last group, SM2 believed that corruption in all levels must be addressed as well as the productivity on asset reform.

Workshop four dealt with identifying people who will best represent Change Politics Movement at the national level. From the consolidated results, the presidents were Padaca, Robredo, Oca Moreno, Mar Roxas, and Chiz Escudero; the vice-presidents were Rissa, Butch, Robredo, Panlilio, Oscar Moreno, Mar Roxas Padaca, KikoPangilinan, and Noynoy; and for the senators were Dinky Soliman, Rissa, Guingona TG, Rebredo, Dayanghirang, Amina Rasuk, GIng Deles, Diokno, Adel, Panlilio, Emy Boncodin, Butch Abad, Laila de Lima, Solito Monsod, Rey Terez, Mastura, Monsod Christian, Padaca, Dina Abad, Tony Lavinia, Koko Pimentel, Jojo Binay, Adel Tamano, Sonia Lorenzo, Neri Acosta, and Karina David. During the open discussion, it was stated that there must be resources in order for all of these to work. According to one resource speaker, “we have to have trust and faith in our capacity to be mature in the decision and the challenge now is to really come up with a common candidate”. This was referred to as level of political maturity.

There are seven major agenda which were gathered from Luzon, Visayas, and Mindanao. One is transparency, accountability, and good governance wherein the Change Politics candidates advocate for electoral reform, are engaged in anti-corruption efforts, and support fiscal reforms. Two is asset reform that fights for policies that provide the basic sectors and the poor with access to land and resources and works towards food security. At number three is environment and sustainable development which believes in sustainable development, opposes large scale mining, and is sensitive to climate change issues. Respect for human rights, which is at number four, protects civil and political rights, gives importance to economic and social rights, and is sensitive to gender issues. Five is decentralization and participation where candidate advocate for decentralization and greater people’s participation. Six is principled and ethical leadership which upholds integrity and keeps good company, a company which is not associated with dubious characters or personalities who have histories of staunchly working against the interests of the basic sectors or histories of corruption and rent seeking. Also, at number seven is social injustice. It was made clear that “hahanapan ng magandang title” for this agenda.

It was shared during the presentation of Presentation of Organizing for Change Politics that the amount set for presidential candidates is at least Five Billion Pesos and around 700 Million Pesos for alternative presidentiables. It will be better if candidates are supported by business groups that have fund raising credibility or have established a broad based functional fund raising.

The film showing on Day 3 gave the participants ideas of how to organize campaigns by engaging communities considering that this movement has been, basically, based on an individual membership. Workshop Five centered around the steps and action plans of each group. CM planned to echo this consultation “sa Maguindanao, DOS, SOP, DP, NOP, PAglas, Paglat, two each” around last week of April. This is the same with the Iranuns and Sultan Kudarat. April 22 for Marawi. NM planned to echo this on April 13 in Cagayan, CARAGA in 21, and the Trainer’s Training (TOT) will be from May 6 to 7. SM 1 planned to echo this by organization, Spectrum on April 14, CSDO on 21, MASSPECC and PILIPINA on May 2. SM2 planned to have the echo by April 30.

It was decided that the TOT for Mindanao will be from April 29 to 30, 2009 and will be participated by around 30 participants.

The need to change
Philippine Politics…

The Filipino people engage in elections which are regularly conducted every three years (for local positions and Senators) and every 6 years (for the President / VP).

Many civil society groups (NGOs, People’s Organizations, Citizens’ Movements) have had a long experience in non-partisan engagement in politics
• Voters’ Education
• Presentation of agenda to politicians
• Monitoring of elections (voting, counting and canvassing)

However, most of civil society has shunned from engaging in direct partisan politics because politics is seen as dirty and corrupt.

This has left politics to the traditional politicians, leaving us with POLITICS AS USUAL
• Patronage Politics
• Transactional Politics
• Vote buying

There is a need for greater active citizenship in the realm of partisan politics, to take politics back from the politicians and to facilitate the emergence of reform politicians.

CHANGE POLITICS MOVEMENT

The Change Politics Movement is a citizens’ movement to organize a critical mass of individuals who are passionate and determined to assert power to choose national and local leaders.

It hopes to provide an organizational platform through which members and volunteers will select and actively campaign for reform candidates, starting with the upcoming 2010 National Elections.

The movement will undertake a ‘primary process’ of selecting change politics candidates. These candidates will be actively campaigned for by members.

Political engagement does not end with elections, as the movement will provide continued support to reform candidates once they are in office as well as monitor their performance and exact accountability from them.

It also seeks to continue to support the emergence of reform candidates as well as strengthen its organizational capacity to be better positioned in future elections.
